Vera Van Houtte is an independent arbitrator based in Belgium, specialised in construction and engineering, industrial projects, public procurement, and energy law.

From 1989 till the end of 2012, she was a partner at Stibbe, heading the construction and energy law department, involved in major construction and renovation projects in Belgium as well as abroad, acting as counsel and litigator for engineering firms, contractors, developers and their clients, both private enterprises and public authorities. She expanded her activities into energy law at the end of the nineties when the EU Commission launched its first measures for the privatisation and liberalisation of the European energy market.

She is active in international arbitration since more than 25 years, first as counsel, later as arbitrator and has handled cases under a variety of arbitration rules (ICC, ICSID, LCIA, DIAC, UNCITRAL, Arbitration Institute of the Finnish and of the Hungarian Chambers of Commerce, CEPINA/CEPANI…) and ad hoc. Since retiring from Stibbe, she acts exclusively as an arbitrator.

She is Vice-President of the ICC Court of Arbitration, listed ICSID Panel arbitrator, member of the Board of Directors of the American Arbitration Association and of Cepina, member of the Court of the Jerusalem Arbitration Centre, former member of the Board of Trustees of Dubai International Arbitration Centre and former Vice-President of the LCIA.

She holds a Dr.Juris degree of the University of Leuven and an LL.M. of Harvard Law School.
